Health warnings on empty pods and devices without liquid

Art. 14 para. 2 and Art. 17 para. 3 TabPG exempt devices without tobacco and without liquid. Whether an empty replacement pod falls under this was an open question. The Federal Office of Public Health (FOPH) has answered it.
